ocean city. i'm looking at the last 15 minutes or so, looks like the last of it has exited to the east. so quiet conditions area wide here. cloud cover, it is hanging tough for parts of the area, but we should see a gradually clearing trend during the morning hours and be mostly sunny by afternoon. there'll be a bit of a breeze, as mentioned, a cold front has come through and we've got some colder temperatures on the way for the next couple of days. current temperature at reagan national 36 degrees. 34 out at dulles, bwi marshall 33 degrees. so temperatures currently hanging out in the mid-30s in parts of the region, particularly north and west we're at or below freezing your there you go. not a bad looking day. plenty of sunshine, highs in the low 40s. we'll be cold tonight but we will be dry and be dry the next couple of days. we'll have details on that coming up in the next couple of minutes. >> tucker, thanks. time now to get over to julie wright and see what's happening with the commute. >>reporter: smooth sailing back to work just came to an end. here we are live inbound on the dulles toll road before you reach route 7, two left lanes squeezing by at the scene of this crash. delays are starting to form now

as you guys work your way inbound this morning. head up coming from hunterville road past wolf trap, past the capitol beltway. two lanes squeezing by. already lanes are -- volume building headed for the capitol beltway. let's continue now with the cameras and show you what else is happening on the roads. 395 looks good leaving the beltway to the 14th street bridge. we'll pull that up in just a second. southbound 270, easy trip so far leaving 109 headed out towards clarksburg. the volume is increasing, but incident free southbound trying to get past 121. here's a live shot of traffic coming across the 14th street bridge. nice and easy across the potomac headed toward the southwest freeway. that's a check of your fox 5 on time traffic. now to a news alert for you this morning, the house has approved a last minute deal to avoid the fiscal cliff. the bill was approved late last night in a vote of 257-167. >> fox 5's melany alwick is live on capitol hill this morning with the very latest. and, melanie, even though a deal has been reached at this point, clearly congress still has a lot of work ahead of them, right? >>reporter: absolutely,

wisdom. what we saw here on capitol hill over these last few weeks just to get the fiscal cliff bill passed is just one battle in this big fiscal war where compromises are really hard to reach, even in moments of crisis. it was literally the 11th hour, after 11:00 at night when house speaker john boehner finally put the senate plan up for a vote. as i said 267-157 with mostly democratic support. republicans voted against it almost 2-1. for pompano beach of the day house republicans -- for most of the day the house republicans debated on spending cuts. senate leaders warned that would blow apart the entire deal. the deal does mean taxes will only go up on americans making $400,000 or couples making $450s. these fewer people than president obama initially wanted. it also extends long-term unemployment benefits, fixes the alternative minimum tax and prevents a spike in dairy prices. it delays the $109 billion in automatic spending cuts for

just two months. now, those cuts are the result of congress' naibility to agree on -- inability to agree on deficit reduction measures the last time the debt ceiling had to be increased, that was just five months ago. president obama last night warned republicans not to hold the government hostage over the debt ceiling again. >> we can't not pay bills that we've already incurred. if congress refuses to give the united states government the ability to pay these bills on time, the consequences for the entire global economy would be catastrophic, far worse than the impact of a fiscal cliff. >>reporter: now, the u.s. went over its debt limit of $16.4 trillion debt limit on monday. yesterday treasury secretary timothy geithner sent a letter to congress telling them that the treasury has begun to take extraordinary measures to keep paying its debts but warned that those measures will run out on february 28th. wisdom and sarah. >> all right, melany, thank

you. after days of dealing with fiscal cliff negotiations, president obama will return to hawaii to finish his vacation. the president left last night and the obamas began their annual end-of-the-year vacation back on december 21st, but the president, of course, forced to return to the white house last week for fiscal cliff talks. the obama family returns to the white house this weekend. well, one piece of business the house failed to act on in a bill to help the victims of superstorm sandy. that particular move has left some new york lawmakers furious with their fellow colleagues for failing to take action. >> i truly feel betrayed this evening. i've left this floor -- i left this floor with an understanding that this bill was going to be brought to the floor. one of congress' most basic responsibilities is to help families, communities, businesses recover. >> and now i have to go home and tell them their new year's gift is that they're going to

wait even longer, even longer for something they should have had over a month ago. >> the bill calls for more than $60 billion to be directed to the relief effort. and it already passed the senate, but now the house must way wait for the new congress to be sworn in before any further action can be taken. the d.c. council is set to begin its new session today by officially welcoming its newest member. david grasso, an independent won the at-large council seat back in november. he has said education and ethics reform will be his priorities. five incumbent councilmembers will also be sworn in to new terms today. they include evet alexander, meurial bouser, jack evans and vincent orange. still ahead, remembering a fallen police officer, how a prince william county community is honoring chris young's life and years of service. it was a long time coming for several maryland couples. plenty took advantage of the new same-sex marriage law to usher in the new year. we'll take a closer look at

that coming up. 

welcome back. a prince william county community gathered last night to honor a police officer killed in the line of duty. chris young's motorcycle collided with a minivan on route 28 in bristo while responding to a call on new year's eve. both vehicles caught on fire. two citizens pulled him from the wreckage, but he died at a local hospital. the two women in the minivan will be okay. no charges have been filed. sandy hook elementary students and teachers prepare to return to school. their desks, backpacks and other belongings left behind following the shooting rampage last month are waiting for them in a new building nearby. families have been coming to see the new school over the past couple of weeks and an open house is scheduled for today. classes are set to resume tomorrow. marine experts are waiting for a storm to ease up before going aboard an oil drilling ship that went aground off an uninhabited island in the gulf

of alaska on monday. two planes flew over the scene and did not see any signs of the vessel leaking fuel or that its hull had been breached. the cullic is carrying more than 160,000 dplals of lube oil and hydraulic fluid. coming up, same-sex couples all across maryland spent their new year's day at the altar. coming up next one place that was extra busy. and if you use the dulles toll road, a reminder this morning about some changes as you head back to work. what you need to know when fox 5 morning news continues after the break.

morning. those traveling out of la plata, beantown road before you reach the 301 interchange for the accident, that's tying up the right side. we'll pick up the cameras once again and show you what's happening on the roads. outer loop on the beltway slowing past coldville road headed over to georgia avenue. that's a check of your fox 5 on time traffic. >> annually, thanks. a reminder as you head back to work today, it's going to cost you more to drive the dulles toll road. tolls at the main plaza will increase by 25 cents to $1.75. the tolls on the on and off ramps will now be $1. the rate hikes will help pay for the dulles metro project. the gaithersburg planning commission will meet today to discuss whether to overturn a ban on fortune telling. fortune tellers are not allowed under a zoning law. that law was struck down by the maryland court of appeals saying it was a restriction of freedom of speech. now, if it's approved, the mayor and council could vote on overturning the ban later on this month.

welcome back to fox 5 morning news. it's back to work today on wall street. so the question is how will the stock market respond to the news of the fiscal cliff deal? lauren simonetti with fox business work is live. good morning tou, lauren. i haven't seen you since last year. >>reporter: oh, yes, it's been a while. good morning. happy new year to you. >> happy new year. let's talk about how the markets did respond to this news. >>reporter: brace yourself, wisdom, i have so much good news for you, i don't think you're going to be able to

contain yourself. so monday, that was our last day of the old year. it was the best last day in history. dow up 166 points, up more than 7% for 2012. that's behind us now. but as january goes, so goes the year. guess what the dow is up right now, 185 points. we are going to have a big bounce at the open on this first trading day of 2013, and the reason is that the fiscal cliff deal has been made, for the most part. we do still have some problems ahead, but many investors definitely breathing a sigh of relief, not just here in the u.s., but around the world. that is some good news to start off the new year. so we're glad to hear about that. >>reporter: yeah. >> let's talk about some of the things that could be going up in price in 2013. >>reporter: yeah. this is the fot-so-good news, but if you expected to save money, everyone makes a new year's resolution to save money, right? you might be a little bit disappointed this year. so healthcare premiums will go up by an average of 6%. food expected to go up by as

much as 4%. electronics like high end tvs, they're going to hit record prices. smart phones at t-mobile are going to lose their subsidize, so they're going to cost perhaps full price, some cars like certain luxury lexus models because of upgraded engines, they're going up. and finally, and this is a a big one, copper prices are going up. but that affects everything copper is used in, your pots and pans, your home water pipes, and your beer can because much of the brewing equipment is used for beer, copper is used in. a lot of things are going up. >> that's not good, you can't watch tv, it's going to be phones -- i mean, phone, food, beer? i mean, that's bad news. >>reporter: i know. i gave you a pretty broad sector of the economy that we use everyday. we started with good news today. >> that's good. we'll just hang onto the good news. lauren simonetti, good to see you, have a good day.

back now on fox 5 morning news. as most of us head back to work today, president obama is trying to salvage a few more days of holiday vacation. shortly after addressing the nation last night following the fiscal cliff vote, the president boarded air force one to head back to hawaii. mr. obama will rejoin his wife and daughters before the first family returns to d.c. this coming weekend. not like hawaii here now, that's for sure. >> that's a lot of frequent flyer miles. >> yeah. he sure was. locally, hey, we look fieb around here today. not going to be hawaii weather.

our high is only going to be about 40 or so. but we should see more sunshine than we've seen in the last couple of days. so getting better. and the good part is we'll be nice and dry later today, not expecting any rain and/or snow anytime soon. the pattern nice and dry. >> good. >> let's get to satellite and radar, take a look at what's happening. here we go, cloud cover continues across the region. one or two sprinkles south and east of town down towards ocean city early. you can see that slipping out to sea. and if you look carefully, we're starting to get some breaks in the clouds. and after some morning cloudiness, we should gradually turn mostly sunny by afternoon. it is going to be on the chilly side. right now the temperature at reagan national 36 degrees, as we switch maps, magically, there we go, 36 at reagan national. look how cold it is to our north. new york city 22. binghamton 10. 15 in columbus. there's a lot of very cold air just north and west, and that will continue to work in here over the next couple days. in fact, for the remainder of the week here our temperatures are going to actually trend a little below average for early january.

toll road before route 7 has cleared. thanks, chopper brad. we'll show you the maps and show you what else is happening on the roads. for those continuing northbound along route 5, beantown road before you reach pinefield, before that intersection of 301 interchange. the accident is in the right lane. that's causing slowdowns for you guys traveling on north 5. northbound i-95 not a bad ride. we are slowing through staffford leading courthouse road headed toward the quiet harbor, across occuquan and again at the beltway. that's a check of your fox 5 on time traffic. a deal for the so-called fiscal cliff is now on its way to the president for his signature. this comes after the house approved a plan late last night. >> if no deal had been reached, the nation faced billions of dollars in tax hikes and spending cuts. fox 5's melanie alnwick is live on capitol hill with more now. good morning, mel. >>reporter: good morning, sarah. this bill halts the big tax hikes on all but the wealthiest americans. it also extends long-term unemployment benefits for a

year. it fixes the alternative minimum tax and it also prevents a spike in dairy prices. but by merely offering a promise of spending cuts to come, most republicans were not happy with the compromise. >> on this vote the yeas are 257, the nays are 167. the motion is adopted, without objection a motion to reconsider is laid on the table. >>reporter: the republican- controlled house of representatives has moved to pass the fiscal cliff bill. >> the central premise of my campaign for president was to change the tax code that was too skewed toward the wealthy at the expense of working middle class americans. tonight we've done that. >>reporter: republicans dropped their demands for additional spending cuts, clearing the way for the vote. but not all were in full support of the deal. >> and the problem is we set up three more fiscal cliffs. we're going to have to deal with the debt ceiling, we're going to have to deal with the continuing resolution expiration and we're going to have to deal with the

sequester. and all that's left is spending cuts. >> we're gonna look back on this night and regret it. >>reporter: senate lawmakers voted 89-8 overwhelmingly in favor of the legislation in the early morning hours of new year's day. and although the house has finally supported the bill as well, representatives from both sides suggest it now sets the stage for more work in the coming weeks. >> virtually no one believes that what we have before us tonight is a long-term solution to this problem. >> this legislation is far from perfect, and the process that has led us here is an utter disgrace. yet in this time of crisis, we must act first and foremost to try to protect the american economy. and today's legislation will do that. >>reporter: and there is another financial crisis brewing. in just two months, the new congress will have to vote on whether to increase the u.s. debt limit or risk government default. and, wisdom and sarah, that new

the taliban is speaking out about the planned withdrawal of u.s. troops from afghanistan, comparing to america's pullout from vietnam in 1975. in a statement released today, the militant group called it a declared victory and run strategy. american-led nato forces are expected to pull out of afghanistan by the end of 2014. over in pakistan, a dramatic rise in the number of measles cases there. the world health organization says the disease killed over 300 children last year, compared to just over 60 the year before. in response to the search, pakistani officials are launching an immunization campaign to reach children in the worst-hit areas, hoping to vaccinate about 3 million children. time now to talk weather again. here's tucker again. >> things are looking brighter. we'll get some sunshine finally after a couple days with lots of clouds around. temperatures will remain a little on the cool side for early january, but we don't have -- we're not concerned with any winter weather this week. so there you go. >> makes it easy for you. >> last week we had a rapid

succession of storms. this week all is quiet. >> you even said sunshine in there. >> and sunshine later today. we have some cloudiness hanging tough right now, but a little later this afternoon we'll have sunshine. let's get to temperatures. reagan national now in the 30s. in fact, we're falling below the freezing mark here early north and west. those temperatures are close to 30. in fact, they are 30 now in gaithersburg. 30 in the city, 30 in gaithersburg and fredrick. let's see, 34 this morning out at dulles and we're in the 20s down in hagerstown. so there is colder air just off to our north and west. in fact, temperatures as you get out into ohio are in the teens right now. we're not going to be in the teens later this afternoon, but we will be a little on the cool side with highs expected to be only in the lower 40s. one to two sprinkles or showers well south and east. we're talking the lower eastern shore here early this morning. there you go, you can see it kind of fading off to the south and east. and it's a cold front that's been pushing through. it's been pushing through since this time yesterday and dragging with it a little bit of moisture and a lot of cloud cover. and the clouds will start to

break up, we'll show you the clouds here, they're just starting to break up. you see we're getting some thinning here in the clouds and off to the north and west and breaks out in ohio. so the trend will be after a lot of clouds early to get more and more sunshine in here this afternoon and it will become sunny later today, but cool with highs, as mentioned, in the low 40s. and cold tonight, our temperatures overnight even here in the city are likely to fall back near freezing. here is a look at the jet stream pattern for the week and we do have a dip in the jet stream. that's what's going to give us the cold conditions for the next couple of days with highs expected only to be in the upper 30s and low 40s. but it is a rather quiet weather pattern here for the next several days. in fact, we're not looking at any winter weather or even a chance for any rain around here for the next seven days. here's your accuweather seven- day forecast, 41 today, cold tonight, overnight low about 30. we'll be chilly thursday and friday. redskins game on sunday right now looks dry with temperatures in the low 40s, and a bit of a warming trend by early next week. we'll be back near 50 by tuesday.
